OTA2 Update for September 2011

At the end of September, the number of unbundled lines stands at 7.69 million. There are 6.39 million WLR lines and the number of telephone numbers using CPS is 2.75 million.

General

This is a shortened format update concentrating on the KPI’s that so many people find useful. We plan to publish our next full update for the month of October and the following is an interim update on some important areas of our work:

New ‘backstop’ SLG (Service Level Guarantee)

  • Agreement has been reached on all of the variable elements that make up the SLG for copper provision as follows;
  • Initial ‘Backstop’ will be 14 days (12+2)
  • The monetary value of the SLG has been agreed
  • The ‘Backstop’ becomes active from 1st January 2012
  • There will be a link with forecast accuracy from April 2012 at a value to be agreed in January
  • During the period up to 1st January we are working with all parties to ensure the processes for implementation are in place.
  • We have also been tasked to run a series of improvement programmes in parallel to streamline the provision process as much as possible. The programmes are:
  • Improve Cancellation rates
  • Review Appointment process
  • Encourage adoption of best practices like Working Line Takeover (WLTO)
  • Improve Address Matching rates
  • MBORC – Review process impact on SLG
  • Review process of Offered Appointments
  • We will report more fully on these items in our full update next month
  • OTA2 continue to work with all parties to complete this important activity as soon as possible

Service Performance

  • Current average lead time for provisioning in the UK is 11 working days
  • Repair lead times for Scotland, North Wales and Northern England are recovering following the severe weather experienced during August
  • LLU ‘dead on arrivals’ has risen significantly over last 2-3 months and is ‘under investigation’
  • Systems performance (i.e. B2B/Portal trading interface) has been stable following serious disruption experienced in July
