OTA2 Update for June 2012

At the end of June the number of unbundled lines stands at 8.38 million. There are 6.31 million WLR lines and the number of telephone numbers using CPS is 2.40 million.


‘Backstop’ SLG (Service Level Guarantee) for Appointed Orders - As previously reported, Ofcom asked OTA2 to facilitate the introduction of an SLG for appointed orders.

We continue to work with all parties to ensure the processes are robust and significant progress has been made. Focus has now turned very firmly toward activities associated with improving the experience of end user customers. For example ensuring that we reduce the amount of failed appointments or ensuring that appointment slots which are no longer required can be reassigned to another customer rather than wasted. We will provide a fuller report on these items in our next full report at the end of July.

All of the three initial participating CPs have now formalised their forecasting processes and improvements are being seen although there is still some way to go before meaningful and useful forecasts are routinely produced.

Plan & Build -

A new set of measures and reports have now been drafted and will be reviewed at the next Plan and Build meeting in early July. A set of delivery improvements are to be explored following some organisational changes within Openreach. A proposal to start building an Exchange Space and Power inventory through proactive surveys is now underway.

As always we are supporting our stakeholders across a broad range of issues and will provide a fuller update in our next quarterly report.

Ethernet Services

As previously reported there are concerns from the CPs who have undertaken testing of the EST platform with regards to functionality and usability.

Openreach have issued the first pass high level roadmap which addresses some of the reported IT systems issues and a workshop with CPs who have experienced issues in testing has been planned for 2nd July to begin to address the usability issues. It is expected that the workshop output will be developed into an action plan which both Openreach and the CPs can work together to improve the EST system.
