OTA2 Update for December 2012

At the end of December the number of unbundled lines stands at 8.78 million. There are 6.25 million WLR lines and the number of telephone numbers using CPS is 2.24 million.

This month we are issuing a ‘short’ report along with our usual KPI information. We will issue a full report at the end of January.

New ‘Backstop’ SLG (Service Level Guarantee) for Appointed Orders

I am pleased to advise that following extensive discussions in recent months involving Openreach, Ofcom, OTA2 and major CPs (representing >80% of Industry provisioning volumes), a Memorandum of Understanding has now been submitted for signing by all the participants.

This MoU signals the formal introduction of a new SLG scheme which will trigger an SLG payment if Openreach fail to make appointments available within a specified maximum lead time, and will also be subject to certain ‘qualifying’ conditions which rest with each of the participating CPs concerned (e.g. submitting forecasts to a defined level of accuracy).

The specific details will be communicated to Industry via an Openreach briefing in the next few days.

Service Levels

The dreadful weather experienced throughout December has taken its toll on provisioning lead times (appointed) for Copper services although Openreach have managed to hold performance at around 20 working days on average across the UK.

Unfortunately, Openreach’s ability to materially restore appointed lead times over the next few weeks is significantly hampered by the need to resolve the unusually high fault intake which has occurred during the same period due mainly to the extremely severe weather seen throughout the UK over the past several weeks.

Openreach continue to explore every possible opportunity to maximise the efficient use of their engineering resource. As part of that, Openreach & CPs are working closely to ensure every visit counts by various means such as minimising the number of late cancellations and trouble tickets where there is no fault with the line.
