At the end of August the number of unbundled lines stands at 9.19 million. There are 6.08 million WLR lines and the number of telephone numbers using CPS is 2.05 million.
Fixed Access Market Review – Proposed Role for OTA2
The current Ofcom consultation regarding the ‘Fixed Access Market Review’ proposes a possible role for OTA2 in facilitating a number of industry issues such as SoR (Statement of Requirement), KPI (Key Performance Indicators) and any future SLA/SLG negotiations which may arise.
At the request of a number of CPs who attended our recent OTA2 Executive meeting, OTA2 hosted a separate workshop to allow CPs to share their respective thoughts as to a possible future role for OTA2 in helping to introduce any of the nominated subjects.
Ofcom kicked off the workshop by sharing their thoughts as already expressed in their consultation document, emphasising that they were still very much open to Industry’s views.
The general consensus was that the workshop provided much ‘food for thought’ and will certainly help to inform CPs’ individual responses to the Consultation document.
SLG (Service Level Guarantee) for Appointed Orders – OTA2 Task updates
In support of the new backstop SLG scheme that has recently been introduced for Appointed Orders, OTA2 continue to press ahead with the ‘The OTA2 Tasks’ programme of work.
ELF (Early Life Failure) Concerns
A considerable amount of work has gone into looking at the problems of high ELF rates, especially around certain order types such as ‘Start of stop’. Having completed the necessary stages of analysis attention is now turning to identifying and resolving root causes. The OTA2 have drawn up a plan of three workstreams with Openreach. Although there is no single root cause, the expectation is that a number of changes will be identified to initially bring down the high ELF rates for specific order types and in turn impact the overall rate.
The national average lead time for appointed copper provides has deteriorated slightly during the month to approximately 11 working days with 3 regional patches slightly outside the SLA of 13 working days due primarily to the effects of bad weather.
For LLU and WLR Repair, fault intake levels remain very high compared with previous years whilst the ‘right first time’ performance for all care levels during the month has taken a significant turn for the worse (e.g. 50% RFT for LLU Care Level 2).

Plan & Build
Delivery performance continues to improve with CDD performance (i.e. on time delivery) now consistently above 90%.
OTA2 chair the Plan & Build industry forum and the engagement with CPs and Openreach has been very productive with major improvements delivered during the Jan-Aug’13 period.
The engagement with the Openreach Product Line is continuing to be very good, CP collaboration on future requirements and service improvement initiatives is very strong. The commercial group is now providing an excellent opportunity for dialogue on the products and the re-launched process group has started to deliver with good early engagement on the future product requirements.
Number Porting (Fixed Line)
As Chair of the Number Port Process & Commercial Group, OTA2 continue to direct the industry stakeholder community to focus on the most important issues and to drive the execution of badly needed improvements to the number porting processes.
Significant progress has been made across a wide range of process improvement initiatives
Good engagement across a wide spectrum of CPs who recognise they have a common aim (i.e. process improvement & GC18 compliance) despite competing interests
Business Market Service Improvement Programme
Over 30 Business CPs are now involved in this activity which has started to deliver some BAU improvements and spawned several new business orientated product developments.
The key area of CP dissatisfaction had been the progress of improvements for jeopardy management. There has, however, been a recent step change in engagement on Copper and there is now good collaboration on the introduction of a new escalations model planned for September, which supports case management of escalations. It is intended that I2 will also align to this model, although CPs have expressed some concern over the level of engagement.
